IEUA Enterprise Content Management System Strategic Roadmap

The Inland Empire Utility Agency (IEUA) was formed on June 6, 1950 under the Municipal Water Agency Act of 1911 with a mission to supply supplemental imported water to the Chino Basin. Since then, IEUA has expanded its mission from a supplemental water supplier to a regional wastewater treatment agency with domestic and industrial disposal systems and energy production facilities. In addition, IEUA has become a major provider of recycled water, is a major supplier of bio-solids / compost materials, as well as continuing its leading role in water quality management and environmental protection in the Inland Empire.
The Agency's service area encompasses approximately 242 square miles in the western portion of San Bernardino County, in an area most commonly referred to as the Inland Empire. IEUA has 295 employees (full-time and part-time), The service area includes the Cities of Chino, Chino Hills, Fontana, Montclair, Ontario, Rancho Cucamonga, and Upland, as well as the Monte Vista and Cucamonga Valley Water Districts, and services approximately 800,000 resi- dents and industrial firms. The Inland Empire is one of the fastest growing areas in the State, with the population expected to double over the next twenty-five years.
The Inland Empire Utility Agency (IEUA) was seeking a qualified, independent, and unbiased firm to perform an assessment of the Agencies’ current ECM environment (including hardware, software, and business practices). We were tasked to develop a high level strategy and project roadmap, including budget estimates, to deploy business appropriate ECM best practices and technologies.
