City of Berkeley: ERP Procurement Management

To Whom It May Concern:


I am writing to recommend the services of ThirdWave Corporation (“ThirdWave”). The City of Berkeley has worked directly with Roy Hernandez and his team at ThirdWave since 2016 on multiple large citywide and department level projects. Briefly, these projects include: 

 

  1. Needs Assessment and Project Management Services for the City’s Enterprise Resource Planning (ERP) software and neighboring applications—discovery, business requirements, RFP development, and vendor analysis

  2. Established a five-year Digital Strategic Plan for the City of Berkeley

  3. Established a Technology Service Fund for the City’s IT Department

  4. Training and certifying City staff to use the Rapid Workflow® methodology 
     

Each of these projects were high-priority, high-risk, and overdue at the City of Berkeley. ThirdWave delivered their services on schedule and on budget, and consistently exceeded the scope of work to ensure the City received clear documentation, accurate feedback, and quality analysis in support of each project. This included as many in-person one-on-one meetings as the City needed, late-night phone calls to review RFPs and business analysis documentation, as well as in-person support at our City Council meetings. 


The five-year Digital Strategic Plan that ThirdWave produced was not your average mission statement and SWOT analysis, but an invaluable artifact that documents actionable technology projects, their timeline, and estimated budget. The City was able to use this breakdown developed by ThirdWave to transparently request funding and provided a structure by which we can provide updates to our community. 


The Rapid Workflow® methodology used and taught by ThirdWave is also highly effective. After experiencing Roy’s fluid and clear Rapid Workflow® sessions, he seamlessly taught our staff how to execute the Rapid Workflow® methodology to document business, technical, and functional solution requirements. To this day, staff continues to save the City thousands of dollars across multiple large citywide projects by defining their requirements before procuring technology solutions, and we continue to bring back Roy to certify new IT staff in the Rapid Workflow® methodology.


The most critical component of ThirdWave’s value to the City is the collaborative relationship they were able to create with our departments. Roy and his team at ThirdWave were and continue to be responsive to the City’s specific needs. ThirdWave has not only completed a successful scope of work with the City of Berkeley, and has become a trusted resource and partner with the City of Berkeley.  Thank You!

City of Centennial : ERP

In June of 2017, the City of Centennial retained ThirdWave Corporation for consulting services to support the procurement of the City's Enterprise Resource Planning (ERP) system. The scope of work included business requirements, technical requirements, business process documentation, RFP development, vendor evaluation criteria, vendor selection for demonstrations and contract review and negotiations.

 

The City had experience the professionalism and the value of ThirdWave's Rapid Workflow workshops in 2015 when ThirdWave supported the City in the efforts to create an IT Strategic Plan. What has impressed the City during the ERP project is the breadth of knowledge and expertise that ThirdWave has regarding ERP systems. The insights provided by ThirdWave had not only allowed the project to keep moving forward, but provided a level of comfort to all stakeholders that participated in the project.

 

Additionally, the project would not have maintained the aggressive schedule that was laid out by the City without the project management and facilitation skills demonstrated by Roy Hernandez. As challenges came up Mr. Hernandez was true thought partner with the City, and helped develop creative ways to keep the project on track to meet the major milestones.

 

ThirdWave had a direct impact on the support the City project manager received from the departments and executive management of the City.

It was a stroke of luck to have found ThirdWave during the IT Strategic Plan project, and their knowledge, professionalism and integrity was critical to the success of Centennial's ERP project.

City of San Carlos: ECMS Strategy, RFP, Solicitation, Contract Negotiation

I had the opportunity last summer/fall to work with Roy Hernandez and his team on creating a Citywide Taxonomy and selecting an Electronic Content Management System (ECMS). I heavily relied on Mr. Hernandez's experience and expertise in the field for several months as we navigated through hundreds of City documents, prepared a Request for Proposal (RFP), and selected a vendor. City of Stockton: ECMS Request for Proposal

Roy and his team of professionals provided a level of service which I have not seen from a consulting firm, particularly one of their size. They did not bring a one-size-fits-all approach to this engagement. They took the time to listen and to explore our environment and make sound recommendations which have stood up to scrutiny from both an internal and external perspective.

 

The RFP which they developed for us yielded positive results and has been reviewed by members of AIIM and the accolades keep coming. One of the greatest things I can say about the RFP is that their budget forecast was impeccable.

 

Roy Hernandez, the ThirdWave Project Manager, was committed to this project and he shared greatly of himself and his resources. When I say this, I am not blowing smoke, hands down, the best consultant I have ever worked with! Not only did they stay within the budget, as my grandmother would say, "We got too much sugar for a dime." The professionalism and quantity and quality of service far out stripped anything we paid for.

 

I am of the opinion that you all have provided the City with more than we could have ever imagined in terms of knowledge and support. Your professionalism and integrity has been unwavering. I have been in this business quite a few years and have dealt with all types of vendors. By far, from initial response to delivery of final product, I can attest to having dealt with none better. Subject: How to tell when you've done something right

 

I received a request a couple of days ago from Lake Washington School District in the great State of Washington to discuss our RFP. I took my lunch hour today to hold the discussion (and yes I had them call me). Before we started discussing the RFP I asked how they found us. Their purchasing manager said that he did an internet search for active document management RFPs. He said that he found several that were helpful. Here’s the kicker…Galveston County’s (developed by ThirdWave) was by far the best! They were particularly impressed with the business/functional and technical requirements and how they were laid out. Essentially, they wanted to know how we got there and how we’re conducting the RFP process. This inquiry adds considerable credence to my praise for what you did before the additional project team members’ arrival.

Helix Water District: ERP RFP & Procurement

In April 2013, the Helix Water District retained ThirdWave Corporation for consulting services to support the procurement of the District’s Enterprise Resource Planning (ERP) and Enterprise Content Management (ECM) systems. The scope of work for consulting services included: business needs assessment, development of business process documentation and technical requirements, enterprise software RFP development and detailed specifications, evaluation and selection of ERP solutions, and contract negotiations and review. 
 
While the District was impressed with ThirdWave’s breadth of experience related to business needs assessment and business process documentation, we selected ThirdWave due to their interpersonal skills including effective communication. We knew that we would be relying on this consultant to help the District move forward with a very risky and challenging project and we knew we wanted a firm that had the skills and abilities to help mitigate risk and ensure a successful implementation. We found that firm in ThirdWave. The team has a strong track record, is very experienced , has strong communication and organization skills and the ability to effectively implement the District’s scope of work.
 
ThirdWave’s project management skills and value added have allowed the District’s project to stay on track. ThirdWave’s experience and their Rapid Workflow methodology made it easy to document our business processes. We achieved huge results faster than we could have imagined. Roy Hernandez is a skilled facilitator that understands how to effectively and respectfully ask questions to gain the important details to chart out our business processes. The team enjoyed working with Mr. Hernandez because he is personable and quickly understands the unique aspects of the District’s business. Mr. Hernandez knows how to use his Rapid Workflow methodology to gather key information about our business processes which helped in developing a clear statement of work for the RFP for the ERP/ECM systems.
