Helix Water continues relationship. ThirdWave to act as PMO on $2,850,000 ERP / Enterprise Content Management Projects

October 14, 2014

The Board of Directors listened intently to a proposal for replacing the District’s 30 year-old Enterprise Resources Planning System. Championed by Carlos Lugo, General Manager and Lisa Stoia, Director of Administrative Services, the close-knit project team described the process begun in April 2013, which culminated on a vote to approve the $2.85M investment.

ThirdWave was retained in 2013 to join a core project team led by two talented project managers: Quince Lunde and Tina Jenkins, and a selection committee of subject matter experts: Jim Tomasulo, Alan Clark, Jenner Bryant, John Nerio, Mike Herrera, Brian Lawler, Sue Fox, and Glen Price, Esq, (from BB&K). A comprehensive assessment was carried out using ThirdWave’s patented Rapid Workflow Process Modeling® tool. Midway through the project, Helix added the requirement for an Enterprise Content Management System, which was incorporated without skipping a beat or project delays. Four months later, on August 2013, an RFP was issued addressing a comprehensive set of business, functional and technical requirements for new ERP, ECMS and Backflow Prevention systems, The following were selected after a rigorous due diligence process: Cayenta Utilities (Division of N. Harris Computer Corporation), OnBase (Hyland Software) and XC2 (XC2 Software, LLC).

Referring to the professional services provided by ThirdWave on this vital project, Lisa Stoia commented: “Mr. Hernandez has a vast knowledge about government procurement processes which helped the District develop a detailed and objective process to procure the ERP/ECMS systems. ThirdWave provided invaluable advice and guidance. We are pleased with the results and the excellent consulting services that ThirdWave provided. We are fortunate to have found ThirdWave with their depth of knowledge, strong communication and interpersonal skills, as well as high integrity.”

Having assisted on the entire process (discovery, requirements definition, RFP development, vendor evaluation/selection, and contract negotiation) ThirdWave looks forward to our continued role as PMO/IV&V partner on the implementation phase. It is our firm that is fortunate to have come across such an astute client. We look forward to working with our Helix/Vendor team members on the final phase of this adventure.
