April 24, 2019

The City of Milpitas has approximately 450 full time employees and 15 departments.  Located at the southern tip of the San Francisco Bay, the City of Milpitas is a progressive community that is an integral part of the high-tech Silicon Valley. With a diversified population of 70,817, Milpitas is an affluent and well-educated community with an average household income of $98,979. More than 65% of Milpitas households have an annual income that exceeds $75,000. Milpitas is often called the “Crossroads of Silicon Valley” with most of its 13.63 square miles of land situated between two major freeways (I-880 and I-680), State Route 237, and a County expressway.

The City of Milpitas was looking to articulate a vision for the effective use of technology to support extraordinary services to its community. The City is focused on the proposed ITSP as the cornerstone of their efforts to improve the balance between demand for increased technology adoption and available IT resources, capital, and operating funds. ThirdWave was selected among other highly qualified Silicon Valley firms because of our extensive body of work and our patented Rapid Workflow® methodology.

To ensure effective use of technology to support the services of the City of Milpitas, a vision and roadmap were created using ThirdWave’s patented Rapid Workflow® methodology. The project consisted of:

  • Evaluate the City’s current technology environment, including services provided, infrastructure, funding and service methodology; IT Inventory, in IT Focus Groups

  • Evaluate the City’s current IT Governance structure and IT organizational structure to ensure that these meet the City’s business and technology needs through the most appropriate service provision agreements, resource availability and reporting relationships

  • Interview management and other key technology customers, as well as Information Services staff IT to determine the desired technology end state

  • Prioritize systems, applications and infrastructure requirements based on Council Priorities, City business needs and goals, and evaluate alternative approaches for meeting those needs

  • Make ITSP Findings & Roadmap Recommendations that will help ensure increased efficiency through the effective use of technology in support of the City’s business needs

  • Produce the IT Strategic Plan

  • Implementation Road Plan (Including prioritized initiatives, detailed budget and implementation schedule)
