Roy Hernandez Speaks at the Southern California MISAC Conference at the Intuit Dome

December 3, 2025

ThirdWave President/CEO Roy Hernandez was invited to speak at the MISAC Southern California Conference, held at the new Intuit Dome in Inglewood, CA.

The Municipal Information Systems Association of California (MISAC) is comprised of public agency IT professionals working throughout California. MISAC promotes the understanding and strategic use of information technology within local government agencies through sharing of best practices.

Mr. Hernandez’ presentation topic was “IT Governance, Risk & Compliance.” Drawing upon ThirdWave’s Unified IT Lifecycle® framework, a pillar of the patented Rapid Workflow Process Modeling® methodology, the talk covered common IT risk factors inhibiting the most effective leveraging of Information Systems. The Unified IT Lifecycle® spans systems planning to cut over. It is the practice of synthesizing the complexity of implementing IT in terms of wholes and relationships rather than by splitting it into siloed parts. It is a way of discovering, defining, and developing effective tactics and strategies in complex contexts enabling transformational change. Hernandez used a typical ERP initiative as a use case to review pragmatic risk mitigation solutions.

This was the third MISAC presentation for Hernandez. Previous MISAC conferences included: “IT Best Practices &  Why They Really Matter,” February 23, 2023, and “City of Fresno IT/GIS Strategic Plan” with Bryon Horn, CIO and Frank Vawter, Assist. Director, on September 23, 2023.
