May 27, 2025

Monterey. CA. ThirdWave has completed its 175th government Information Technology Strategic Plan in the United States. The five (5)-year, $4 million Information Technology Strategic Plan and Information Technology Governance Model were developed to establish a clear vision for the effective use of technology in support of Monterey One Water’s (M1W) mission and operations. ThirdWave assessed and validated the role of Information Technology as a strategic business partner while ensuring alignment between IT investments and M1W’s business objectives.

Frank Rich, Director of IS/CTO, commented the following:

“From project initiation through final delivery, ThirdWave demonstrated exceptional professionalism, technical expertise, and a deep understanding of the unique needs of a public utility. Their team delivered a comprehensive and actionable strategic plan that positions our organization to modernize, optimize, and securely manage our technology investments in alignment with our business objectives.

One of the most distinctive aspects of this engagement was ThirdWave’s use of their patented Rapid Workflow® Methodology. This approach brought unparalleled clarity to our business processes and created strong stakeholder alignment across departments. The methodology not only ensured inclusivity and engagement at all levels of the organization, but it also delivered accelerated results without sacrificing quality or depth.

The quality of ThirdWave’s work was exemplary—meticulously detailed, logically structured, and highly customized to our operational environment. Their deliverables were both strategic and practical, offering clear pathways for implementation and governance.

Their team also stood out for their responsiveness and teamwork. Communication was timely, transparent, and solution-oriented. They consistently went above and beyond to ensure stakeholder satisfaction, adapting to evolving needs while keeping the overall vision intact.”

The success of this project was made possible through the strong leadership of M1W General Manager, Paul Sciuto, Frank Rich, Director of Information Services/CTO, the organization’s progressive leadership team, and the highly professional staff at M1W.
